Street space is the one thing a city cannot buy more of, so an argument about a bike lane is usually an argument about parking or trees or a travel lane, all of which are competing for the same fixed number of metres.

How to check the scale: every faint rectangle in the drawing is one standard parking stall, 2.6 metres by 5.5 metres. There are fifty of them, they stay in place across all three views, and together they are the 715 square metres. Counting them is the whole comparison.
In plain English
Congestion is mostly a problem of geometry, because a person in a car brings roughly fifteen square metres of metal and spacing along while a person on a bike brings about one. When a street feels full, it is usually full of vehicle rather than full of people, so giving some trips a smaller footprint returns road space to the people who stay in cars. It also helps to remember that these are largely the same people, since nearly every cyclist also drives and every driver is a pedestrian at both ends of the trip.
Show me the math
At Edmonton's typical occupancy of about 1.2 people per car, sixty people need about fifty cars. A standard parking stall is about 2.6 by 5.5 metres, so fifty stalls cover roughly 715 square metres. A bike stall is about 0.6 by 1.8 metres, so sixty cover roughly 65 square metres. A standard 12-metre transit bus occupies about 30 square metres and carries sixty at crush load. The drawing is at ten pixels to the metre, and each vehicle body is drawn at its own dimensions rather than at the size of its stall, which is why the bus reads as wider and much longer than a car. Moving vehicles need more room than parked ones because of following distance, so the drawing understates the car figure.

The word "cyclist" does a lot of unhelpful work in this debate, because it suggests a person in lycra on a road bike, and that person is a small minority of the people these routes were built for.

What this slider simplifies
In practice each network is cleared by different equipment and different crews, so they do not literally draw from one pool. Roads follow the priority order in City policy, with arterials and freeways first, then collectors and bus routes, then residential streets. Pathways are cleared to a bare pavement standard because packed snow on a narrow path is an injury risk, which takes more effort per kilometre than pushing snow to the side of a road. The slider holds all of that constant to isolate one variable: the difference in size between the networks.

How these four lines were worked out
The two operating lines come from the City's published monthly breakdown for a typical home assessed at $492,500, on the Where Your Taxes Go page, scaled to the bill you entered. The two capital lines are treated the way a capital program actually reaches a tax bill, which is through borrowing, so each is shown as its yearly debt payment at the rate used by the budget calculator at aaronpaquette.ca, where $100 million borrowed carries about $8 million a year. Each yearly figure is then taken as a share of the whole $2.25 billion property tax levy, so the portion carried by businesses and other non-residential property stays out of the household number. Some capital is funded by grants and reserves rather than debt, and the same assumption is applied to both programs so the comparison between them holds.

The road figure of $3,140 is an average across four priority classes with different standards, different equipment and different trigger thresholds, and the City does not publish the split. What it does publish accounts for most of the gap. A roadway snow event is declared only when 2 centimetres or more falls, while an active pathway snow event is declared at any amount of snowfall, and in the 2023-24 season that produced six roadway events against nineteen pathway events. Arterials are then cleared by high-speed plows working at highway speed while pathways and bike lanes use sidewalk-scale machines, and in that same season the City ran 155 owned roadway units across more than 12,000 lane-kilometres against 72 owned pathway units across roughly 1,470 kilometres. That is about 77 lane-kilometres per roadway machine and about 20 kilometres per pathway machine. How often a surface is serviced and how big the machine is account for the gap, rather than anything about the lane itself.
Two further things push the bike lane rate up. Dedicated equipment, crews and anti-icing material are close to fixed costs, and they divide across 70 kilometres rather than 12,000, so the rate carries a small-network penalty that falls as the network grows. Part of the work is also picking up windrows that road plows deposit in the lane, which the City logs as a separate activity, so some of what appears here as a bike lane cost is the cleanup of road clearing.
The $2.17 million is derived on this page rather than published. The City last published a bike-lane-specific clearing cost in 2020, in City Operations report CR_8194rev, which broke it down by labour and equipment in response to a Councillor Inquiry. Change the weighting used here and the per-kilometre figure changes with it.
The four lines, on your own bill, for both kinds of lane
What this table shows: each cost converted the way the City converts a budget item into a tax impact. Capital is borrowed, so the yearly figure is the debt payment rather than the cash. Every figure is then taken as a share of the whole property tax levy, so the portion carried by businesses and other non-residential property is left out rather than loaded onto households. The same method is applied to road lanes, so the two can be read against each other.

Two claims, tested
Show me the math on all four lines
Three figures are the City's own and are used directly. One is derived, and the derivation is set out here so it can be checked or disagreed with.
Clearing snow off them. The 2026 snow and ice control budget is $68.5 million and the active pathways share is 45 per cent, which is $30.8 million. The City states that hand-cleared inventory must be maintained without machines and is resource and time intensive, and hand work is taken here as 25 per cent of the active pathways budget, leaving $23.1 million for the machine-cleared linear network. Bike lanes are about 70 kilometres of roughly 1,470 kilometres, which is 4.8 per cent by length. Around 38 kilometres run at the 24-hour bare pavement standard and are weighted at three times a standard kilometre, bringing the bike lane share to 9.4 per cent, or $2.17 million.
Repairing and maintaining them. $178 per kilometre per year, the City's published figure for active pathways, across 40 kilometres. That is about $7,120 a year for the whole network, which is roughly what the City spends repairing five kilometres of sidewalk.
Replacing them. Not published by the City. Forty kilometres at the downtown grid rate of about $1.06 million per kilometre is $42.4 million of asset, spread over a 25-year surface life. Lanes built during neighbourhood renewal are already inside the neighbourhood renewal line on a tax bill, so this figure applies only to standalone routes and is the upper end rather than the middle.
Building them. The $100 million program built about 59 kilometres between 2024 and 2026, covering local street bikeways, shared pathways and protected lanes together, with no published split by facility type. The slider above is there because that split is the softest number in this part. Across its whole range, from 20 per cent to 50 per cent, the household total moves between $9.28 and $13.34 a year, so the conclusion does not depend on where that number lands.
Converting to a household figure. Capital is borrowed, so a program's yearly cost to the tax levy is its debt payment rather than its cash spend. Each yearly cost is then divided by the total property tax levy of about $2.25 billion and applied to a $3,813 bill. Dividing flat across households instead would overstate every figure, because businesses and other non-residential property pay roughly a quarter of the levy.
Everything the city builds commits it to decades of payments.

Sources, and the limits of the last bar
Road figures are from the City of Edmonton's Development Impact on Infrastructure page, where the City's own rule is to set aside 3 per cent of a road's value every year just to keep it standing. The protected lane figure is Edmonton's 2017 downtown grid, which council approved in October 2016 at $7.5 million for 7.1 kilometres, or about $1.06 million per kilometre.
The last bar is construction only, because the City does not publish a matching 50-year lifecycle figure for protected lanes. The nearest comparison the City does keep is the sidewalk and shared pathway, which is renewed on the neighbourhood renewal cycle alongside the road rather than on a heavy-vehicle schedule. A protected lane sits in that same range, since it needs sweeping, snow clearing and eventual resurfacing but carries no heavy axle loads. Part 9 explains why the largest slice of the road bill, renewal, is driven by weight that bicycles do not apply.
Why roads wear out: weight, and far more of it than most people expect.
Pavement engineers use the fourth power rule, in which structural damage grows with roughly the fourth power of axle weight, so doubling the weight multiplies the damage by about sixteen.
What this slider shows: each vehicle's approximate pavement damage compared with a bicycle. The bar uses a logarithmic scale, because on a normal scale everything except the truck would be invisible.
In plain English, including buses and trucks
If you walk across fresh snow you leave footprints, and if you drive across it you leave ruts. Asphalt behaves the same way in slow motion over years, with bicycles leaving the footprints. This is why a bike lane lasts for decades on almost no maintenance money, and why every trip that shifts out of a heavy vehicle extends the road's life for the drivers who remain.
This rule sometimes gets misused against buses and trucks, so it is worth being clear. Transit buses are heavy, which is why bus routes are built with thicker pavement, and a bus earns its weight by carrying sixty people who would otherwise arrive in about fifty cars. Trucks are heavier still, and they are how the city eats. The costly pattern in this chart is the movement of one person in a three-tonne vehicle on a trip that a lighter mode could make.
Show me the math
The rule originates in the AASHO Road Test, the foundational pavement engineering study. An SUV plus driver at about 4,000 lb against a bike plus rider at about 200 lb is a 20-to-1 ratio, and 20 to the fourth power is 160,000. The paper stacks take each damage factor as a pile of 0.1 mm sheets, so the SUV's 160,000 sheets stand about 16 metres tall, and a loaded semi's roughly 25.6 billion sheets would reach about 2,560 kilometres. Per-axle accounting changes the exact figures without changing the orders of magnitude.

How this illustration works
The arithmetic is held simple so the shape of the curve is visible, using round figures for one corridor rather than any specific Edmonton road. The documented cases below are the evidence, and both of them are real projects with published outcomes.

Collisions are the deadliest line in the budget, and most of it goes uncounted.
What this pyramid shows: the scale of one year on Edmonton's roads, from the City's own collision reporting. Deaths are the visible tip, while the layers underneath quietly drain the health system and the insurance pool year after year. The year each layer comes from is marked, because the City's most recent published figures are not all from the same year.

The three lower layers are older than the tip because Edmonton's collision series has a break in it. Collision Reporting Centres took over collision reporting from police in September 2022, and the City's own note on the Annual Collision Report datasets states that the reports coming from those centres differ in consistency and accuracy from the data previously received from the Edmonton Police Service. The City has also said that delays in processing through those centres meant 2024 crash data was not finalized. Totals from 2017 and totals from after 2022 are not a like-for-like comparison, and the pyramid is dated layer by layer rather than presented as one year.
The pandemic years are a second break. The City flags 2020 and 2021 as outliers for reduced traffic volumes, and warns that any three-year average including 2021 runs artificially low.

What one year of collisions costs the system.
Calgary publishes an official estimate using standard federal methodology, and it comes to $1.6 billion a year in societal cost. Edmonton records a comparable number of collisions, so its figure is of the same order.
How the societal cost is calculated
The figure comes from the social cost model developed by Vodden and adapted by Transport Canada for national use. Its components are fatalities, injuries, property damage, traffic delay, out-of-pocket expenses, hospital and health costs, and police, fire and ambulance costs. The value of a statistical life is taken from the Treasury Board of Canada Cost-Benefit Analysis Guide. Because lives and injuries are valued at federal rates, the human consequences account for all but a small fraction of the total, which is why the figure is far larger than the cash any single organization spends.
What does protected design do to that bill?
What this tool shows: the collision bill rising as the city grows, against the same bill with protected and calmed design on part of the network. Both inputs come from published measurements.
The assumptions behind this tool
Starting bill of $1.6 billion a year, growing 2 per cent annually in line with population, with the reduction phasing in evenly over ten years as the network is built. The whole four-year active transportation program costs $100 million, and the third figure expresses the saving in those units. The saving is a societal one and does not arrive as cash in the City budget, since most of it is harm that does not happen to health services, insurers, employers and households. The reduction rates are corridor-level measurements from the sources shown above, which is why the second slider exists, because a rate measured on a treated street only applies to the share of the network that gets treated.
The evidence behind those rates

What changed in the background

Do bike lanes help business? Toronto ran the experiment with a control group.
On Bloor Street, a protected lane replaced about 160 on-street parking spots. Researchers from the Centre for Active Transportation and the University of Toronto surveyed over 3,000 visitors and hundreds of merchants before and after, and tracked a matching commercial street with no bike lane as a control. That control group is what makes this the strongest study in the country, because Bloor was measured against a street living through the same economy.
Two concessions, and the value-for-money reviews
Construction disruption is genuinely hard on merchants while it lasts, and merchants themselves, half of whom drive to work, feel parking changes more than their customers do. Cities owe businesses fast construction and clear communication.
What the evidence does not support, anywhere it has been measured, is the claim that the finished lane costs main street its customers. Value-for-money reviews point the same direction, since the UK Department for Transport's assessments have repeatedly rated walking and cycling schemes among the highest-returning transport investments it funds, with typical benefit-to-cost ratios around five to one.
"We're not Copenhagen." True, and what predicts cycling is infrastructure rather than culture.
The objection assumes that culture or climate causes cycling. The evidence says that infrastructure causes it, and the strongest proof comes from the same city measured before and after, where the people and the weather stayed identical while the infrastructure changed.

In plain English
Nobody is asking Edmonton to become Amsterdam, and Amsterdam itself was a car-choked city in the early 1970s. It chose to rebuild after a wave of child traffic deaths sparked national protests, and its famous cycling culture grew out of the infrastructure that followed. Every city on the cards above ran the same sequence, building a connected and maintained network first and watching the riders arrive, through Prairie winters and subarctic winters alike. Edmonton's own counters show the sequence already running here.
"Nobody bikes in winter." The City's automatic bike counters tell a different story.
What this chart shows: bike trips counted from October through March, the cold half of the year, on the twelve counters that reported every month with working equipment across all five seasons. Holding the equipment constant means the bars measure riding rather than the growth of the counter network.
What this range does and does not tell you
It tells you how much the answer depends on which counters happen to be in the panel. Twelve counters is a small number, and a handful of busy sites could be carrying the result. Dropping the single location that helps the trend most leaves it at plus 16.8 per cent, and dropping the one that hurts it most leaves it at plus 34.1 per cent, so no single counter is holding the four-season figure up.
It does not tell you Edmonton's real ridership, and no calculation on this data can. Counters are placed deliberately on cycling routes rather than drawn at random from the city, so there is no sampling frame and no known chance of any location being included. The eleven locations in the panel sit within about 10 kilometres north to south in a city that runs about 36, and all but one are central. What the panel measures is riding at those places. Extending it to the city as a whole would be a guess wearing a decimal point.
Two further limits are worth stating. The counters record crossings rather than people, so one rider passing two counters is counted twice and a round trip counts twice at the same counter. And the panel is made of equipment that survived five years without failing, which is not a random draw either.
How this panel was built, and what it leaves out
The counts come from the Bike and Pedestrian Counts dataset on the City's Open Data Portal, retrieved September 2, 2026, summed from the cyclist column at fifteen-minute resolution. Of the 55 counter locations, nine are pedestrian-only and count no bikes at all. Of the remaining 46, twelve reported every month from October 2021 to August 2026 with full equipment coverage and no zero-count months, and those twelve are the bars above. The test runs across the whole record rather than the cold months alone, because a counter that fails in July is not to be trusted in December.
The reason for restricting it is that the network grew from 35 reporting counters in 2022 to 42 in 2025. A citywide total rises partly because more of the city is being counted, so a fixed panel is the stricter test. The cost of that strictness is that the twelve are older and mostly central, which means they cannot see the suburban routes the expansion program built after 2023. The panel measures whether riding grew where counters already stood.
Counters that failed while still reporting were excluded rather than left in. The counter on 102 Avenue east of 105 Street recorded 49 trips in August 2026 against 21,366 in July 2024, and the shared path counter at the Groat Road bridge recorded 23,510 trips for the first eight months of 2026 against 76,290 in the same months of 2025, both with a full month of readings logged. Anything published from a dead sensor understates the current year.
December, and why it is not the measure
The City published that December 2023 recorded over 90,000 trips, a 143 per cent increase over the previous December. The open data supports the direction. On the counters reporting in both months, December 2022 recorded 32,510 trips and December 2023 recorded 83,571.
That pair compares two weather extremes. Edmonton did not rise above freezing at any point in December 2022. December 2023 was the warmest December in the city's recorded history, with 25 days above freezing. The jump was not concentrated on a few routes, which is what a change in ridership would look like. On the twelve-counter panel the median counter recorded 1.93 times its previous December and ten of the twelve rose by more than half, which is what a change in conditions looks like.
December 2025 ran the experiment in reverse. Environment and Climate Change Canada recorded Edmonton's December precipitation at 416 per cent above its thirty-year average as of December 28, the sixth wettest December on record, with back-to-back storms and a cold snap. December trips on the panel fell 25 per cent, from 14,189 to 10,635, and nine of the twelve counters fell.
The season around it did not follow. The 2025-26 cold season came in 1.5 per cent above the year before and the rest of the season with December set aside came in 3.9 per cent above, both of which are inside the range the panel can resolve, so the fair reading is that the season held level while December fell a quarter. December is between 6.1 and 11.6 per cent of the cold season depending on the year and swings hardest with the weather, which is why the five-season total is the measure used above.

How many people are actually riding
What these four views show: the method cities use to turn counters into a ridership figure, then what Edmonton's sensors recorded, then what the count would have been with every sensor working, then the two most recent years month by month. Tap between them.
A city does not count every rider any more than it counts every driver. It puts a small number of counters in the ground permanently, which tells it how traffic moves through a week and through a year. It then runs short counts at many more places, a week or two at a time, and uses the permanent counters to convert those short counts into annual figures.
Edmonton has the first layer. Forty-six of its counters can see a bicycle, and they report every fifteen minutes. The second layer is not published, which is why the numbers below describe riding at the places Edmonton counts rather than riding across the city.
This is the raw sum, and it is wrong in two directions at once. It rises because more of the city is being counted, going from 36 counter locations to 47 over five years. It also falls short of the truth in every year, because sensors fail while continuing to publish and a broken counter reports a number rather than a gap.
The 2023 dip is the clearest example. Eighteen counters lost months that year, so the recorded total came in below 2022 even though the estimate for 2023 is well above it.
A missing month is not a month without riders. The estimate for a gap is that counter's own reading for the same month in another year, multiplied by the median change every other working counter recorded for that same month. Month by month, so the seasons carry through, and median rather than average so one broken sensor cannot drag the answer.
A counter that is moved is treated the same way. Taking a counter off a route is a decision about where to gather data, and the people who were riding that route are still riding it, so the location stays in the estimate at the rate the rest of the network moved.
How accurate is this, tested against known answers
The method was checked before it was used. Take a counter-month where the true figure is known, hide it, estimate it, and compare. Across 764 tests the median error was 8.7 per cent, and the estimate landed within a quarter of the truth 82 per cent of the time.
What matters here is the error on the total rather than on any one counter, because errors in both directions cancel when they are added up. Hiding one counter for a whole year and estimating it moved the annual total by 0.17 per cent at the median and 4.2 per cent at the worst.
The limits are the same ones that apply to the recorded figures. These are crossings rather than people, so a round trip counts twice. And the estimate covers the places Edmonton has instrumented, which is a small share of a network that runs past 1,000 kilometres of shared pathway.
The two years run together from May onward and the summer is level, with July and August 2026 within a percentage point of the same months in 2025. The deficit is all in the spring. April 2026 came in 39 per cent below April 2025 on the estimated figures.
That is the spring that did not arrive. The Weather Network's Alberta outlook had called for colder than normal conditions through March and well into April, and a spring storm was still bringing snowfall warnings to parts of the province on April 22.
Ridership drops in winter, and nobody serious denies it. What the counters show is that the floor has risen by about a quarter in four seasons on identical equipment, and that it held level through a December of record snowfall because the rest of the season covered the month that was lost. That is why the expansion program bought snow-clearing equipment along with the routes.

Each objection is stated in its strongest form and then ruled on. Where the objection has a point, it is sustained, because a page that never concedes anything is not worth reading.
"I never see anyone using them."
OverruledOne traffic light: drag through 60 seconds of a red light on a street with a car lane and a bike lane beside it.
A lane can be heavily used and still look empty, for the same reason a road looks empty at 2 a.m. Cars queue and stay in your field of view, while people on bikes clear the block in seconds and leave nothing behind to count.
The measured record is nearly 1.3 million trips in seven months of 2026, with four straight years of growth. One concession belongs beside that, which is that not every corridor performs equally and some routes count far fewer riders than others. Because the counter data is public, each route can be judged by its own numbers.
"They cause congestion by taking away driving lanes."
Sustained in partOn a specific street, in the short run, removing a travel lane can slow drivers, and that trade-off deserves street-by-street weighing, which is what the design process does. What is worth knowing is how rarely that trade-off comes up, because most of Edmonton's recent expansion was designed to avoid travel lanes entirely.
The configurations the city uses, in rough order of how often they appear in the recent program. Each element of the street has its own colour, so the same colour means the same thing across all five drawings.
Citywide, the durable relief comes from giving some trips another way to happen, because most car trips are short and every shifted trip is a car out of the queue. Part 12 has the simulator and the two documented cases. Ontario legislated the removal of 19 kilometres of Toronto bike lanes in 2024, a court challenge held the work up until August 2026, and the province began restoring vehicle lanes on Bloor Street West on September 1, 2026. Toronto is the jurisdiction to watch, because its costs and its outcomes are published.
"What about seniors and people with disabilities who need parking?"
SustainedThis is the strongest objection on the list, because on-street parking genuinely matters more to people with mobility challenges. The City's own program reporting states that designated accessible parking spaces in active use are not removed unless a suitable alternative is provided, and that accessible parking along every route was mapped and reviewed with residents.
The rest of the answer
People with disabilities are heavily represented among those who cannot drive at all, and shared pathways are where mobility scooters, wheelchairs and walkers actually travel. A curb-protected route protects them too, so this infrastructure serves the exact population the objection worries about, on both sides of the trade-off. Where a specific design gets the balance wrong, that is a fixable design problem, and the adaptable materials used on most recent routes exist precisely so designs can be adjusted after installation.
"Do they slow down fire trucks and ambulances?"
OverruledEmergency access is one of the listed requirements every route design must satisfy before approval, alongside winter maintenance and transit service, according to the City's own design documentation. Curbs on protected lanes are mountable where emergency access requires it, and traffic-calmed streets must maintain fire apparatus clearances.
One point that rarely gets mentioned is that traffic collisions are themselves a significant source of emergency calls. Edmonton records about 2,700 injury collisions a year, and those are the ones that bring an ambulance and often a fire crew. Streets designed to produce fewer and less severe crashes reduce demand on the very services this objection worries about.
"Cyclists don't pay for roads. Drivers do."
OverruledTap either household to see what it contributes to the local road in front of its home, and what it takes from that road.
City streets are funded overwhelmingly by property taxes and city revenues, which every household pays whether it owns zero cars or three. Run the numbers from Parts 8 and 9 and the claim inverts, because cyclists pay full freight into a road system they barely wear.
Free parking on a public road
What this shows: a parking stall is a piece of public road, built and renewed at public expense, and on most residential streets handed over at no charge for the storage of a private vehicle. Every figure below is the City of Edmonton's own.
How the $370 was calculated
The City of Edmonton's Open Option Parking page states that a parking stall costs between $7,000 and $60,000 to build. The City's Development Impact on Infrastructure page states that a road costing $1.5 million to build costs about $4 million across a fifty-year life, so the full lifecycle runs about 2.7 times the construction price. Applying that ratio to the cheapest stall gives roughly $18,700 over fifty years, or about $370 a year. At the top of the City's range the same arithmetic gives roughly $3,200 a year.
Two things to weigh before relying on that figure. The City's cost range describes building parking stalls generally, including structured and surface lots, rather than curb space on an existing road. And a parking stall does not wear in the same proportion as a travel lane, because vehicles are stationary on it. The calculation is a scale estimate built from two City figures rather than a City calculation, and the City does not publish a cost for a curbside stall. A stall of 2.6 by 5.5 metres is about 14.3 square metres of public road.
Where Edmonton's parking policy stands in 2026
Edmonton removed minimum parking requirements from its Zoning Bylaw in July 2020 under Open Option Parking. In 2024 the City reduced the number of residential permit areas and introduced a $120 annual household permit, capped at two per household. There are no changes to Residential Parking Program areas in 2026, and Administration is scheduled to bring a redesigned program to Council in early 2027.
A May 2026 report to Council noted that pressure on curbside space is growing with population, higher density and changing travel patterns, and set out options for pricing City-owned lots. As one illustration, the 480 stalls at the zoo could generate about $425,000 a year if priced.
Roads and bikes, at four scales
What this shows: what the city puts into driving and into riding, at four different scales. Tap between them.
"Fine, but put them in parks, not on my street."
Sustained in partEdmonton has one of the best river valley trail systems on the continent, and much of the recent expansion is exactly the off-street pathway this objection asks for. Recreation trails and transportation networks answer different needs, because people have to reach schools, clinics, groceries and jobs.
The part that is sustained is this: putting a route on an established street means real trade-offs with parking, trees or lane space, and those trade-offs deserve to be worked through with the people who live there.
"Then why is so much of it running through ravines and parks?"
OverruledWhat this chart shows: the ten busiest bike counters in Edmonton in 2025, with off-street links shown in green and on-street routes in grey. Counters are classed by the City's own naming, so a bridge, a ravine or a shared-use path counts as off-street and a named avenue counts as on-street.
A desire line is the route people take when nothing is stopping them, and in most cities you can see them worn into the grass beside the paved path that goes the long way round. The planning question is whether to keep repairing the grass or to pave the line people are already using.
Edmonton has a specific reason to take that question seriously. A river runs diagonally through the middle of it and the street grid stops at the valley edge, so the shortest line between two neighbourhoods is often a crossing rather than a road. The busiest bike counter in the city is the west path on the High Level Bridge, which recorded 262,270 trips in 2025, about 9 per cent of everything counted citywide. It fronts no storefronts at all. Its entire function is to be the short way over the water.
Five of the ten busiest counters are off-street links of that kind. They are not recreation infrastructure that happens to get used for transportation. They are the places where the road network makes a two-kilometre trip into a six-kilometre one, and closing that gap is the cheapest ridership a network can buy.
How the City handles the distinction
Edmonton's Active Transportation Network Expansion Program builds both kinds. Shared pathways are defined by the City as paved, off-street paths shared by everyone walking, biking, running or rolling, typically 2.5 metres or wider, and Edmonton has over 160 kilometres of them. Protected bike lanes are the on-street form. The City states the program is meant to provide safe and direct options for commuting to work, running errands, cycling to a local park and reaching the river valley, which is the same pair of questions answered together.
Direct is the word carrying the weight. A route that is safe but three kilometres longer than the drive is a route most people will not take, and a network judged only on kilometres built will not notice the difference.
"The city rammed these through without asking anyone."
OverruledThe Bike Plan came out of two years of public engagement, 62 events and input from more than 11,500 Edmontonians, and council approved it on that basis. The routes built since are the implementation of a plan the public already shaped, so what looks like a decision arriving without warning is usually a decision that was made in public some years earlier.
What the city owes residents
Notification and design conversation on their own street, telling residents what is coming, when the work starts and what the finished street will look like. That is a communications job during delivery, and it is worth doing well. Re-running a completed public process street by street is a different thing, and it would end most long-term plans a city makes, from rec centres to snow clearing, without anyone ever voting them down.
"It's all a waste of money we don't have."
OverruledThe program amounts to 2 per cent of the transportation capital budget, and its lanes barely wear out while every kilometre of road runs a $219-a-day lifetime meter. The collisions it helps prevent cost the public on the order of $1.6 billion a year in a city this size. Removal costs money as well, since Toronto's $48 million demolition bill buys no congestion relief and re-exposes the people the lanes protect. By every measure on this page, this is the most fiscally conservative dollar in the transportation budget.
What is happening right now.
Where this debate happens.
Protected bike infrastructure gets built in most wealthy countries without much argument. In the Netherlands, Denmark and Finland it is treated as ordinary road engineering, and the disagreements are about design details rather than about whether to build at all.
Where it has become heated, it has mostly been in English-speaking countries, and it has usually become heated at the point a senior government took it up as a national political position. In the United Kingdom, low traffic neighbourhoods, the London ultra-low emission zone and fifteen-minute city plans moved from council business to national election issues, and in 2023 the Prime Minister campaigned on what he described as slamming the brakes on the war on motorists. The same framing appears in United States national politics. In Australia the opposition is real but tends to stay local, focused on parking and traffic flow on particular streets. Ontario's Bill 212 and the legislation now being drafted in Alberta follow the pattern set in the first two.
A disagreement about a particular street is reasonable, and frequently useful, because the people who live on a block know things a drawing does not show. It works differently when the disagreement is settled at a level of government that does not design, build, maintain or clear the street in question. The first kind of conversation is available here on any route, at any time, and it is the one that produces better streets.
Why every Alberta city is doing this math.
The provincial funding stream that pays for municipal roads, bridges and buildings fell from about $585 per Albertan in 2011 to about $165 today. For Edmonton alone that gap is worth roughly $539 million every year, and it repeats annually.
What that decision changed
That single decision is the reason a conversation about efficiency is happening in every council chamber in the province. When the money for building and rebuilding roads is cut by more than two thirds, the arithmetic changes for everyone. Cities are left asking how to move a growing population for the lowest cost to build and the lowest cost to keep. What looks from a distance like an ideological turn toward bicycles is closer to what happens to any organization when its capital budget is reduced while its obligations are not.
The consequence also lands on households, because money the province stopped sending did not stop being needed, so it moved onto property tax bills or into the deferred repair backlog. The bike and pathway network at issue in the current legislation was funded entirely by Edmonton property taxpayers, with no provincial contribution. Four things the numbers do not settle.
There is no war on cars. There is a measurable decline in road safety.

The autonomy question
The Court of Appeal for Ontario was almost certainly right in August 2026 when it found there is no constitutional right to a bike lane. Municipalities are creatures of the provinces, and courts should not be making transportation policy. Keith Gerein made exactly that concession in the Edmonton Journal while opposing the outcome, and it is worth making here too.
Constitutional authority is not the same thing as good judgment. A province that can do something is not thereby obliged to do it, and the case for doing it has to be made on the merits. On the merits, the body that designs a street, builds it, maintains it, clears it in January and answers to the people who live on it is the body with both the information and the accountability. When a local decision is wrong, the remedy is a civic election, a public hearing, an appeal board or a court.
Show me the receipts
Police commission. The Police Amendment Act, passed in December 2022, gave the province the power to appoint members of municipal police commissions. Three of the Edmonton Police Commission's twelve members were provincial appointees in November 2024, when the Minister of Public Safety and Emergency Services wrote to the city saying he intended to appoint more and noted that the legislation allows the province to appoint up to 49 per cent of a commission. Regional planning. On November 22, 2024 the province told the Edmonton Metropolitan Region Board that its funding would not be renewed and that membership would become voluntary. Member municipalities then voted to withdraw, the board wound down on March 31, 2025, and the province repealed the EMRB Regulation on April 1, 2025. Municipal election rules. Bill 20, the Municipal Affairs Statutes Amendment Act, 2024, permitted municipal political parties as a pilot in Edmonton and Calgary alone, extended cabinet's power to require a council to amend or repeal any bylaw, and gave cabinet the power to remove a councillor. The City of Edmonton publishes each councillor's address on their ward page, and the Mayor's office publishes andrew.knack@edmonton.ca. Council did not make the provincial decision and cannot reverse it, but copying your councillor and the Mayor tells them where residents stand.
